1. Programme context and success criteria
Tell vendors why this RFP is happening and what good looks like. 2. In-scope assets and ingest sources
List every asset class the platform must cover and every source the platform must ingest from. The single most common cause of incomparable proposals is vendors pricing different ingest profiles. Be explicit about volumes, scanner identities, and data shapes.
Asset profile the platform must cover:

3. Prioritisation and risk model
Anchor the prioritisation requirement to public signals so proposals can be compared on the same axis. The buyer view is whether the platform can express a risk decision the buyer believes, not whether the platform produces the largest score.
Prioritisation signals the platform must support:
- CVSS 3.1 base score and vector string at minimum; CVSS environmental and temporal where the buyer captures them.
- EPSS score and trend.
- CISA Known Exploited Vulnerabilities (KEV) catalogue listing.
- Public exploit availability indicators.
- Asset criticality input from the buyer (tier, business unit, data classification, regulatory scope).
- Exposure context (internet-facing, internal, segmented, dormant).
- Threat actor and campaign context where the vendor sources it.
- Custom prioritisation rules the buyer can write without vendor change orders.
Prioritisation outputs the platform must produce:
- A single ranked queue per operator role (AppSec, infrastructure, cloud, application, GRC) with deterministic ordering and explainable score breakdown per finding.
- A SLA decision per finding driven by severity policy plus exposure plus asset criticality.
- A side track for findings that cannot be remediated inside SLA, routed to the exception or risk acceptance workflow.
Vendors must declare in the proposal:
- The exact algorithm or model used for the ranked queue.
- Whether the model is configurable, partially configurable, or vendor-managed.
- Whether the score breakdown per finding is visible to the operator and the auditor.
- How the platform handles the boundary between platform-supplied prioritisation and buyer-supplied custom rules without breaking lineage.
The Issuing Party will not accept opaque prioritisation models that cannot be explained to a finding owner or to an auditor.
4. Remediation workflow, ownership, and SLA
The platform is judged at the point a finding moves from detection to closure, not at the point a dashboard renders. Specify the workflow shape, the ownership model, and the SLA discipline the platform must enforce so proposals can be scored on workflow value, not only on inventory value.
Required workflow capabilities:
- Per-finding lifecycle covering at minimum: detected, triaged, assigned, accepted, in remediation, retest pending, retest failed, closed. Configurable additional states.
- Owner assignment by named user or by team. Platform must support multiple owners per finding and reassignment with audit trail.
- SLA driven by severity policy, with breach detection, escalation routing, and audit-ready breach evidence.
- Exception workflow with explicit approval, justification, expiry, compensating control reference, and renewal cadence. Exceptions must be a separate state from in-remediation, not a comment.
- Retest workflow that pairs the retest evidence to the original finding so the audit reads "what was tested, what was fixed, what was not" against the same record rather than against a separate report.
- Bulk operations for triage, assignment, severity calibration, and closure with audit trail per record.
Required ownership model:
- Role-based access control covering at minimum: owner, admin, member, viewer, billing or finance. Configurable additional roles.
- Per-team and per-business-unit scoping so a team sees its findings without seeing other teams.
- External user access (auditors, third-party assessors, executive sponsors) with read-only or scoped views.
Required SLA discipline:
- Severity-driven SLA targets (critical, high, medium, low) configurable per asset class, per business unit, or per regulatory scope.
- SLA breach detection with notification routing, escalation routing, and breach evidence retained on the finding.
- SLA reset rules on reopen, re-detection, scope change, and exception expiry.
Vendors must describe:
- The default workflow shipped, the customisation depth, and the customisation route (configuration, scripting, paid services, vendor change order).
- The SLA breach evidence the platform retains and where the audit pulls it from.
- The platform behaviour when a finding is detected by multiple ingest sources, including deduplication rules and preservation of source evidence per duplicate.
5. Evidence and audit trail
Evidence is the durable artefact that survives report regeneration, retest cycles, and assessor handovers. The platform must produce evidence as a side effect of operations rather than as a separate reporting project. SOC 2 CC4.1, ISO 27001 Clause 7.5 and 9.2, NIST SP 800-53 AU-2 and CA-7, and PCI DSS Requirement 12 all expect this.
Required evidence capabilities:
- Activity log capturing every state transition by user, timestamp, and reason on every record (finding, scan, retest, exception, document, comment).
- Per-finding evidence pack including raw scanner output, validation evidence, remediation steps, retest evidence, exception approval, and closure rationale.
- Cross-record evidence pack per control (Annex A 8.8, AU-2, CA-7, PCI DSS 11.3) sliced by reporting period.
- Export of evidence packs to PDF and to a structured machine-readable format (CSV or JSON) for ingestion into the buyer's audit toolchain.
- Retention policy aligned to the strictest applicable framework (PCI DSS 12 months, NIST SP 800-53 AU-11 three years, ISO 27001 Annex A 5.33 commonly three to seven years, HIPAA six years).
- Tamper-evidence on the audit trail (append-only, signed, or otherwise auditable).
Required audit-readiness capabilities:
- Framework mapping for at minimum ISO 27001, SOC 2, PCI DSS, NIST SP 800-53, with the ability to add custom controls.
- Per-control view of findings, evidence, exceptions, and retests in scope for the control.
- Reporting period filter so an auditor can request "show me everything from {{PERIOD_START}} to {{PERIOD_END}}".
Vendors must describe:
- The schema of the audit trail and the retention controls applied to it.
- The mechanism by which the platform proves an audit log entry has not been altered (integrity controls, sign-off, vendor-side controls).
- The behaviour when a buyer requires evidence past the platform default retention (policy override, additional storage tier, archive route).
- The behaviour when a buyer ends the contract: data return format, data return timeline, data deletion confirmation, evidence preservation obligations.
6. Reporting and leadership views
Reporting is where the platform earns budget renewal. Specify the leadership view and the operator view as separate questions because the audiences are different. Vendors that show only one view typically have built only one view.
Required leadership views (drawn from the same record operators work from, not from a separate analytics build):
- Open findings by severity, business unit, and asset class.
- Ageing buckets (fresh, working, ageing, risk debt) with month-over-month trend.
- SLA breach count and breach rate by severity.
- Exception register summary with open count, expiring soon, expired without renewal, and aggregate residual risk.
- Mean time to detect, mean time to triage, mean time to remediate by severity, with quarter-over-quarter trend.
- Top ten contributors to ageing risk debt.
- Remediation throughput by team, with capacity vs ingest signal.
Required operator views:
- Per-team work queue ranked by the prioritisation model in Section 3.
- Per-asset finding stack with deduplication and source attribution.
- Per-finding lifecycle view including all evidence in one place.
- Bulk action surface for triage, calibration, assignment, and closure.
Required regulator and audit views:
- Per-control evidence pack as in Section 5.
- Per-period evidence export.
- Read-only external user access for an assessor without exposing operator surfaces.
Vendors must describe:
- Whether the leadership and operator views are the same record with different filters, or separate records that drift over time.
- The mechanism by which a leadership view that is wrong (a metric the buyer disputes) is corrected, and how that correction is auditable.
- The behaviour when the leadership and operator views disagree, including which view is canonical.
7. Integrations and data exchange
Specify integrations by exact system, exact direction, and exact use case. Logo walls are not integration commitments; specific data flows are. Distinguish required integrations from desirable ones so vendors that lack a required integration are deselected before they reach commercial scoring.
Required integrations (the platform must support these without bespoke development):
- Source-of-truth identity provider: {{IDP_PROVIDERS}} for authentication and group sync where supported by the buyer's plan.
- Scanner ingest sources listed in Section 2.

Desirable integrations (the platform may support these, scoring weight assigned):

For each integration the vendor claims to support, the proposal must declare:
- The exact systems supported, by name and by version where relevant.
- The data flow direction (read, write, bi-directional sync, comment-only, status-only, attachment-only).
- The authentication mechanism used.
- The rate or volume profile supported.
- The behaviour when the integration target is unreachable (queue, retry, alert, drop).
- Whether the integration is shipped in the base platform or sold separately.
Vendors that claim integration breadth without declaring the data flow shape per system will be deselected on capability scoring.
8. Vendor security and data protection
The platform will hold sensitive finding data, scanner output, internal architecture detail, evidence packs, and in some cases regulated data. Treat the platform vendor as a critical third party and require evidence proportional to the data handled. ISO 27001 Annex A 5.19 to 5.22, SOC 2 CC9.2, PCI DSS Requirement 12.8, and NIST SP 800-53 SR-3 all expect this.
Required vendor security disclosures:
- Information security management system: ISO 27001 certification status, scope of certification, certificate body, and most recent audit date.
- SOC 2 Type II report availability, scope of report, reporting period, and the auditor.
- Sector certifications where relevant: FedRAMP authorisation level, HITRUST, IRAP, ENS, sector-specific schemes.
- Most recent third-party penetration test summary or attestation letter.
- Data residency and processing locations, including the cloud regions used for the buyer's tenant.
- Sub-processor list and the change-notification policy for new sub-processors.
- Encryption at rest, encryption in transit, and key management approach (vendor-managed, customer-managed, hardware-backed).
- Identity and access controls inside the platform (multi-factor authentication, role-based access control, federated identity, session management, audit log retention).
- Secrets and credential storage approach for any platform-stored credentials (scanner credentials, integration tokens, API keys).
- Incident response posture, including incident notification commitment and the time-to-notify target.
- Business continuity and disaster recovery posture, including recovery point objective and recovery time objective per service.
- Cyber insurance: provider, policy limits, and coverage type.
Required data protection terms:
- Data processing agreement, controller and processor obligations, and lawful basis for processing.
- Cross-border data transfer mechanism (standard contractual clauses, adequacy decision, regional data residency commitment).
- Data return on contract end: timeline, format, and proof of completion.
- Data deletion on contract end: timeline, scope, residual backup retention windows, and proof of completion.
- The buyer's right to audit, by reference to ISO 27001 audit reports, SOC 2 reports, and any contractual right to direct audit.
9. Commercial model and total cost of ownership
Ask every vendor for the same pricing structure so proposals can be compared. Vendors price platforms in different units (per-asset, per-user, per-finding, per-scanner, per-repository, hybrid) and the units make year-one list price comparisons misleading. Total cost of ownership across years one to five is the only fair comparison.
Pricing structure requested:
- Base licence pricing on the buyer's asset profile from Section 2, fixed by year, by tier, with explicit unit and quantity. Quote years one through five with the discount curve.
- Add-on modules priced separately, with the module name, the unit, the quantity required for the buyer's scope, and the year-one through year-five list view.
- Professional services priced separately: implementation, data migration from the legacy platform, custom integration, training, dedicated customer success.
- Storage, retention extension, and additional environment costs.
- Overage policy: what happens when the buyer exceeds the quoted unit (true-up, true-down, overage rate, contract amendment).
- Support tier pricing and what each tier includes (response time, named contact, success management).
- Termination terms, contract duration, and the auto-renewal default.
Required commercial disclosures:
- Total contract value across years one to five at the buyer's asset profile from Section 2.
- The capabilities included in the base licence, the capabilities behind paid modules, and the capabilities priced as professional services.
- The list price discount applied to this proposal and the floor price below which the vendor will not negotiate.
- The minimum commitment required to receive the price quoted.
Vendors must declare in the proposal:
- The pricing model used and the assumptions baked into it.
- Whether any third-party tooling is included in the price (commercial scanners, threat intelligence feeds) or charged separately.
- The behaviour when the buyer's asset profile changes mid-contract.
- The conditions under which a change order would be raised.
10. Vendor qualifications and references
Capture the vendor profile and the customer references that prove the platform survives renewal, scale, and lifecycle events. References inside the first ninety days of go-live tell you about onboarding; references past the first renewal tell you about the platform.
Required vendor qualifications:
- Corporate overview: legal entity contracting with the Issuing Party, headcount, ownership structure, year founded, geographic footprint.
- Customer scale: total customer count by tier, total assets under platform management, total findings managed per month at peer-tier customers.
- Roadmap visibility: published or shareable roadmap for the next twelve months, with at minimum the headline themes the vendor is investing in.
- Financial stability: funding stage and date of last funding event, OR public reporting reference for public companies, OR years of cashflow positive operation for bootstrapped vendors.
- Personnel continuity: customer success and support headcount per active customer, with attrition rate over the last twelve months if shareable.
- Recent platform incident history: any availability or data incident affecting customer data in the last twelve months, with the post-incident report reference.
Required references:
- At least three customer references with comparable asset profile, scope, and operating function to the buyer.
- At least one of the three references must have completed a renewal cycle on the platform.
- Permission for the Issuing Party to contact the references and ask:
- What the platform actually delivered at go-live versus what was sold.
- What capability the customer wishes had been delivered earlier.
- What capability the customer would require before renewing again.
- How the support and success relationship has held up across years.
- What the customer would do differently in implementation if starting again.
The Issuing Party reserves the right to request a one-hour technical interview with the named customer success or implementation lead before award.
11. Deployment, rollout, and proof-of-value
Vendors emphasise capability and minimise rollout effort. Require explicit numbers on time to first useful state, time to full production, and the proof-of-value the vendor will run against the buyer's data. Demos against vendor-curated datasets prove very little; proof-of-value scenarios against the buyer's data shape disambiguate sales reality from production reality.
Required deployment commitments:
- Time to first useful state (the first ingest source live, the first finding visible in the platform): {{TARGET_TIME_TO_FIRST_USEFUL_STATE}}.
- Time to full production (every ingest source live, every operator role onboarded, every leadership view rendering correctly): {{TARGET_TIME_TO_FULL_PRODUCTION}}.
- Data migration plan from the legacy platform if this is a replacement: scope, format support, validation steps, expected duration, professional services cost.
- Training plan for operators (named role, hours, format, follow-up) and for leadership (named role, hours, format).
- Customer success engagement model: named contacts, cadence of business review, escalation route.
- Definition of customer-live: the criteria the vendor uses to declare a customer live, the criteria the buyer can use to dispute that declaration.
Required proof-of-value scenarios:
- The Issuing Party will provide two to three concrete scenarios drawn from its own programme. Each shortlisted vendor must walk through the scenarios on the platform with the buyer's data shape (or with a representative dataset agreed in advance) inside a 60 to 90 minute session.
- Scenario 1: ingest a noisy scanner export, deduplicate, prioritise, and surface the top ten findings the operator should act on first, with the explainable score breakdown per finding.
- Scenario 2: take a critical KEV-listed finding from detection through to closure, including assignment, retest, evidence retention, and closure rationale.
- Scenario 3: produce an audit evidence pack against ISO 27001 Annex A 8.8 (or SOC 2 CC4.1, PCI DSS Requirement 11.3, NIST SP 800-53 RA-5) for a defined reporting period without manual stitching outside the platform.
- Scenario 4 (optional): handle an exception lifecycle from request through to renewal, with the audit trail visible at every step.
Vendors that cannot complete the proof-of-value scenarios in the agreed session window will be deselected on capability scoring.
12. Evaluation rubric and submission instructions
Publish the rubric in the RFP. Anchoring scoring to a published rubric removes evaluator bias, makes selection decisions defensible at audit time, and gives vendors clarity on where to invest in their response. Score capability before opening commercial responses.
Weighted scoring rubric:
- Capability fit: ingest, prioritisation, remediation workflow: {{CAPABILITY_WEIGHT}}% (e.g. 30%).

Each criterion is scored 1 to 5 by at least two evaluators, multiplied by the weight, then summed for a single composite score per vendor. Capability sections are scored before commercial sections are opened. Reference checks are completed before final award.

Four platform categories to invite, with the scoring lens that disambiguates them
Cover external, infrastructure, and selected web ingest with a single vendor that produces findings, workflow, and evidence on one workspace. Typical examples include Tenable.io, Qualys, Rapid7. Score capability fit hard against Section 4 workflow depth and Section 5 evidence quality, because the consolidation case fails when the platform turns out to be a strong scanner with a weak workflow layer.
Risk-based vulnerability management and aggregation layers
Sit above your existing scanners and add prioritisation, workflow, and reporting without natively scanning. Examples include Vulcan Cyber, Kenna Security, ArmorCode (where positioned as aggregation rather than ASPM). Score capability fit hard against Section 7 integration depth, because the aggregation case fails when the connector list is shallow.
Application security posture management platforms

Six failure modes the RFP has to design against
Platform RFPs fail in recognisable patterns. Each failure has a structural fix that the template above is designed to enforce. Read this list before you customise the template so the customisation does not weaken the discipline that makes the selection defensible at audit time.
The RFP scores on price, not on capability
Price scoring opens before capability scoring is complete and the cheapest vendor wins by default. The platform fails six months later when the workflow gap is discovered. Lock the rubric weights before responses arrive, score capability blind first, and only open commercial sections once capability is closed. Make the threshold for capability explicit so a low-capability low-price proposal is deselected before commercial scoring runs.
The RFP scopes the platform from the demo, not from the buyer programme
Vendors anchor the scope to what the platform demos well, not to what the buyer needs. The buyer signs a contract for capability that does not match its own asset profile, ingest sources, or workflow shape. Anchor the scope to the buyer programme in Sections 1, 2, 3, and 4, and require vendors to respond against the buyer scope rather than rewrite it.
Integration claims are not specific data flows
Vendors list integration logos in the response, but the data flow per logo is unclear. After award, the buyer discovers the Jira integration is comment-only, the SIEM integration is one-way alert push, the CMDB integration is read-only at long intervals. Section 7 demands data flow direction, authentication, rate, volume, and behaviour on integration target unavailable. Deselect any vendor that claims a logo without specifying the flow.
No proof-of-value, only a vendor-curated demo
The decision is made on a polished demo against the vendor's curated dataset. The platform performs differently on the buyer's data shape and the buyer realises post-award. Section 11 requires a proof-of-value against the buyer's data shape for two to three buyer-supplied scenarios. The proof-of-value is the strongest defence the buyer has against bait-and-switch.
No reference past the first renewal
References are all customers in the first ninety days of onboarding, when the relationship is honeymoon-bright. The buyer does not learn what the platform looks like at renewal year three, after the customer success rep has rotated and the original implementation team has moved on. Require at least one reference past renewal in Section 10. The renewal-stage reference disambiguates platform reality from sales reality.
Unit economics are not normalised across vendors
Vendor A prices per asset, Vendor B prices per user, Vendor C prices per finding, Vendor D prices per repository. Year-one list price comparisons mislead. Section 9 requires every vendor to quote against the buyer's asset profile from Section 2 and to provide year-one through year-five total contract value. Total cost of ownership across the contract horizon is the only fair comparison.
Ten questions to answer before declaring the evaluation complete
Per-section scoring closes each section. The questions below close the evaluation. Walk these in the final evaluation review meeting, capture the answers in the procurement file, and retain the file alongside the award decision so the selection is defensible if leadership, audit, or a regulator asks how the platform was chosen.
1.Do every shortlisted vendor's response sections map to the section structure in this RFP, in order, without rescoping the question?
2.Has every vendor quoted year-one through year-five total cost of ownership at the buyer's asset profile from Section 2?
3.Does every claimed integration in Section 7 list the data flow, authentication, and rate or volume profile, not only the logo?
4.Has every vendor named the customer success and implementation lead for the engagement, and is the named lead the actual lead at award rather than a substitution policy?
5.Has every shortlisted vendor completed the proof-of-value scenarios in Section 11 inside the agreed session window, against a buyer-supplied data shape?
6.Has every reference in Section 10 confirmed scope, scale, and operating function comparable to the buyer programme, and has at least one reference past renewal been completed?
7.Has the rubric in Section 12 been weighted before responses arrived, and are the capability weights closed before commercial sections are opened?
8.Does the platform clearly answer Section 5 evidence requirements without manual stitching outside the platform, including framework mapping, retention policy, and audit log integrity?
9.Has the vendor declared the boundary between base-licence capability, paid module capability, and paid services capability, and is the unit price for each visible per year?
10.Has the vendor disclosed any availability or data incident affecting customer data in the last twelve months, with the post-incident report available on request?
How SecPortal answers this RFP
The template is intentionally vendor-neutral. Where SecPortal answers the RFP cleanly the response is direct; where the RFP asks a question SecPortal does not answer (deep ServiceNow ticket synchronisation, custom workflow automation, or asset inventory and CMDB sync), the response is honest about that. The cleanest match is on findings management, evidence and audit trail, and the operator-and-leadership view discipline.

On Section 6 (reporting and leadership views) the same record powers the operator queue and the leadership view drawn from security leadership reporting and AI report generation. On Section 7 (integrations) the platform is honest about its current scope: scanner ingest (external, authenticated, code) and repository connections for GitHub, GitLab, Bitbucket, and Azure DevOps, plus a client portal on tenant subdomains for read-only stakeholder access. SecPortal does not currently ship Jira, ServiceNow, Slack, SIEM, SOAR, asset inventory, CMDB sync, SSO, or SCIM as native integrations, and a buyer that requires deep bidirectional ticket synchronisation should weight that gap on Section 7 capability scoring rather than assume it.
On Section 8 (vendor security and data protection) multi-factor authentication gates workspace access at AAL2, encrypted credential storage uses AES-256-GCM with workspace-scoped keys for stored scanner credentials, and tenant isolation is enforced at the database layer. On Section 11 (deployment and proof-of-value) SecPortal supports a self-serve free plan a buyer can use to run the proof-of-value scenarios in the RFP against its own data shape before committing to a paid plan, which is a faster and lower-risk path than a vendor-curated demo.
