A tabletop exercise is a discussion-based simulation in which the named incident response audience walks through a realistic scenario in a structured session, makes the decisions the scenario forces, captures the rationale and evidence behind each decision, and produces an after-action record that drives improvement. The point is to rehearse the operating model, surface the gaps in the plan, the playbooks, the authority chain, and the cross-functional handoff, and produce evidence that the programme has been tested.
A tabletop is not a technical drill. No systems are affected. No production traffic is redirected. No simulated payloads are detonated. The audience is the operating model, not the security stack. Decision Capture: The Pattern That Turns Participation Into Evidence
